It is not working here on Pclos.  Having been burned on two occasions by 
having /var on /, and having / be set read-only so there is no log of a 
failure is damned frustrating, however the unmount sequence umounts /var 
before /, which in turn kills the halt process at:

turning off Swap
-f

hung forever, and must use the front panel reset button to reboot from 
there.

Rant mode on:

Putting /var back on / is absolutely NOT an option here at the coyote.den.
I refuse to give up my logs when the system goes tits down in the pool.

IMNSHO the halt script needs serious help as it should at that point, not 
give a damn whether it can get a lock file on whatever is next which is I 
/think/ the scripts killer.  This has been true for every install, 
regardless of who's logo is on the welcome screen, for several years now.
