There are a couple possible ways to do it.

Radio: There are several websites that let you listen to internet radio 
stations. THey do not broadcast over the air but only on the net. THey 
have as huge range of programs and styles. I really like live 365 
(http://www.live365.com/index.live) but if you google for internet radio 
you will find a lot more. No special cards or hardware needed.

If you want to listen to over the air radio stations you could try 
http://www.radio-locator.com/     or google for the call letters of your 
station (+city and perhaps broadcast frequency) if they put their 
broadcasts on the net you can listen to it.


TV: Again if you google for tv +internet you will get a lot of options 
like this http://wwitv.com/. Many are free and do not require special 
hardware beyond what is need for watching dvd movies.
