Yes, that's what Tom referred to but I have not done chrooting before;
at most, I modified something in an OS through another OS in other
partition without chrooting. You can, for example, change the grub.cfg
at another OS, but to update or install a package, you'll need to
chroot, but I think it's best to get to that system if that is possible.
(don't forget to unmount when you finish using chrooting).
