Slow keys is meant for people with disabilities which prevent them from 
typing steady. For example, his hands can be shaking, causing each 
letter to be typed several times as he approaches his fingers to the 
keys.
With slow keys, you have to hold the each key down for a moment before 
it produces any output.
You must have accidentally activated a shortcut to turn on this feature. 
This has happened to me before.
