Rules files missing after upgrade

I recently did "apt-get-upgrade" and now most of the rules file are missing.

I have an application that uses hw:0 and hw:0 to address sound devices 
and that is OK without /dev/dsp* or /dev/mixer, kmix is also displaying 
as normal.
