Yes, Ahmad, you will find terrific RTL support in Kubuntu, including Arabic.

For an Arabic keyboard:
System Settings -> Regional and Language -> Keyboard Layout -> Layout

For an Arabic UI:
System Settings -> Regional and Language -> Locale -> Add Language

You can CC me with any questions regarding RTL in Kubuntu, especially
with any bugs that you may find. My local LUG has an RTL-specific
mailing list for dealing with such issues.
