Sorry, typo. I meant /etc/rsyslog.d/ (see dpkg output below).

As Tom wrote, that should have been hint enough...
Obviously make sure that the syslog daemon is being started at boot-
time.
The /etc/syslog.conf is probably a leftover from a previous version 
of Ubuntu.
