Clock Problem

I am having a strange problem with Kubuntu-9.10.  It always shows the
wrong time and it also fails to connect to public time servers from
settings --> date and time --->. Problem gets repeated after manual
fix.

The hardware clock is OK.
Other Linux distros in the system, get the right time.
The problem is also not KDE specific as Fedora with KDE is fine.

Kubuntu-9.10 (fully updated)
