shared network doesn't work before samba restart

hello list,
i have a problem with my samba shared printer.
i am running kubuntu 9.10, with the latest KDE from PPA reported as:
Platform Version 4.3.85 (KDE 4.3.85 (KDE 4.4 Beta2))
though the bug was happening from before adding the PPA, when i was
still on KDE 4.3.
the bug is, i believe samba related. i have a printer, HP laserjet
M1120n, and shared using samba, so that the other computers, running
windows XP can print from it. when i start the kubuntu computer, and
type in the address bar of any folder on an XP computer: \\ip_of_kubuntu
i see all the shared folders on my kubuntu machine, but not the
printers, and if i attempt any printing order (the printer was
configured long ago), it doesn't go through. all i have to do is:
sudo /etc/init.d/samba restart
and voila, the printer now show up to XP computers, and can be used for
printing.
now the question is, why? why isn't the printer configured with samba
upon booting? samba surely is working just fine, after all, i can see my
shares just fine before i restart the samba service.
this printer has been configured for sharing manually, i edited smb.conf
myself since no program proved useful enough.
