An url has two parts, separated by a colon, like this:
PROTOCOL:RESOURCE

Protocol = set of agreements on how to interpret data.
Examples: http, ftp, file, mailto, apt, isbn...

Resource = network address of the data
The address also depends on the type of data. For web data (via http or 
ftp), you need a fully qualified domain name, a directory, and a 
filename. For other types of data you may need something totally different.
