They still sound related to me. Anyway, if you want to report the 
bug, you should do so at bugs.kde.org - according to that project 
timelord thingy, there aren't enough kubuntu devs to handle all bugs.

In any case, your bugreport should include that error message you 
were getting and should maybe suggest that the Akonadi not starting 
automatically bug may be related to this (it sounds to me like the 
devs may be working around the kontact not starting because of 
akonadi problem, or something).
Kontact not waiting for akonadi is a pretty serious bug in any case 
and deserves some attention...
