While dealing with the same problem, I found this workaround:
Give the command ALT-F2
A little interface pops up in which you can fill in the name of a
package. In this case: "Konsole" - than click at the console icon and
follow the instructions in my previous mail.
After finishing the update session, restart the PC, give again the
command ALT-F2 and simply fill in 'update'. Than you will see the KDE
update manager.
