No.  nm-applet is a gnome front-end for NM (from the package network-
manager-gnome) and is not installed in Kubuntu/karmic by default.  network-
manager-kde is one of two KDE front-ends (that I know of - there may be 
more).  _My_ karmic is using plasma-widget-networkmanagement.
