kPackageKit does nothing

Does it prompt you for a password when you try to install a file? If
not, based on what you're saying, you are probably experiencing bug
353478. Many new installations of 9.10 are having an issue with
policykit. A good indicator is if you are also having problems with
policykit authorizations in system settings.

Try "sudo aptitude install policykit" and give it a whirl and see if
that helps.
