Are you talking about the little gear icon?  When you get a lock you can 
right-click on it and pick Quit.
I don't know how to stop it from being used, although I would like to.  The 
whole KDE update system is not working well enough for my liking, blocked 
updates, unable to resolve dependencies - arg!
