The bug in openchrome should be related to the hardware, which is made by VIA.

The blank screen is when the software unable to communicate with the
chip. The openchrome guys would be interested in seeing your bug
report offcourse. But If we put pressure on VIA, you might get a
better result in the long term such as VIA supporting the opensource:

I have computer with ATI 3D Rage Pro AGP 1X/2X (rev 5c) on ubuntu. I
tried to logout and login many times just now, there is no problem at
all. So, may be it is KDE issue? If you want to pinpoint it yourself,
may be you could try to install ubuntu-desktop on your problematic
computer and tried to simulate the problem on ubuntu, see if it has
the same issue like kubuntu.
