Offcourse ubuntu would only ship opensource driver, the proprietary
driver need to be downloaded separately. But the opensource people do
not really know what is the real secret of the hardware, that is why
the make closed source to protect their secret. If VIA do not want to
disclose it, it is hard for opensource people to figure out how to
support the hardware perfectly.

So, if you want to knock the door, knock VIA or unichrome, not
openchrome. Openchrome could get as good as what VIA/unichrome is
willing to share their secret.

As for me, I suggest not to use/buy any graphic card that refuse to
give support on linux driver and leave it to opensource people to
struggle to make the driver for them.
