the so-called 'blocked' updates are packages that are missing some of their 
required packages. usually this is because they have not fully been uploaded 
to the servers, or perhaps a broken package has  been uploaded. This can also 
happen a lot if you have ppa or other external repositories enabled, or even 
enabling "unsupported updates" and "Pre-release updates" can cause this to 
happen.

Usually you just need to wait, sometimes a day or so, for things to finalize. 
The devs are currently uploading stuff to the kubuntu-experimental ppa, and I 
notice some kernel updates from either the unsupported or pre-release repo.

So let it wait for now. If you are not sure, you can disable any extra repos 
you are using and check again. For me the blocked packages are coming from the 
pre-release repo, the ones from the kubuntu-experimental seem finished now and 
don't have any blockes here.
