Switching off all ound notifications

OK, Marc and Antonio: both of you way off the mark, and uselessly trading
barbs. Please stop this!

The real crux of this is that *KDE's* *notification* settings are not
controlled by *Gnome*, and vice versa. This has NOTHING to do with sound
cards, API's, and abstraction layers.
