I'm not sure it is the right place but look at you /etc/environment.
I got:
$ cat /etc/environment
PATH="/usr/local/sbin:/usr/local/bin:/usr/sbin:/usr/bin:/sbin:/bin:/usr/games"
LANGUAGE="sv_SE:sv:en_GB:en"
LANG="sv_SE.UTF-8"
