/etc/rc.local is run from /etc/init.d/rc.local at boot so if one is
running "sudo /etc/init.d/rc.local start" from CLI the environment
should be right I think?

rc.local and but the result was not what one would expect (i don't
rememper exactly what it was). I think it depends much on the program.
