I know this is not the most elegant solution, but wouldn't it also restore KDE if you were to go:
sudo apt-get purge kubuntu-desktop
and then go:
sudo apt-get install kubuntu-desktop
because of the differences between the remove command and the purge command, this might work, no?
if it's not purge then it could be "remove --purge" depending on versions of apt maybe...

sudo dpkg-reconfigure kdm
