How do I install a .bin. I downloaded a Java plugin needed to run some tests by the isp.

It really is a minor use case.  The odds are that if you're actually wanting 
to browse a file, you'll open it in your choice of editor or browser.  So you 
mostly use it to make output from some other program more readable.
