How do I install a .bin. I downloaded a Java plugin needed to run some tests by the isp.

Chuckle.  No, you generally need to also type, on the same line before hitting 
enter, the path to get you the file you want to read.  Example:

less /path/to/file ENTER
or if currently in that directory where the file resides, just:
less filename
