How do I activate my sdb5 partition and have it stay active continually.

That is because it is not /. sdb1 is /, not sda1. I think that this is
the source of most confusion. Furthermore, sdb5 has the noauto option
set, which is why it is not automatically mounting.

Stephen, change this line in fstab:
/dev/sdb5 /media/sdb5 ext3 owner,atime,noauto,rw,nodev,noexec,nosuid 0 0

To this (all on one line, if it breaks in email):
/dev/sdb5 /media/sdb5 ext3 owner,atime,auto,rw,nodev,noexec,nosuid 0 0

Now reboot and check if sdb5 is mounted automatically.
