I regularly use Skype to video talk with my granddaughters in Florida. 
Actually, all of my siblings have Skype as do all of their children which 
gives me a family 'phonebook' of over a hundred people!  Skype will even work 
on your sister's lame platform!  :)  :)  There is also Ekiga which is likely 
already installed on your Ubuntu machine but it not compatible across many 
platforms like Skype is.
