If you mean Windows applications/programs, the answer is a qualified maybe.  
By themselves, they won't run, but there's an "emulator" (actually a 
translation layer) called Wine which may or may not run them.  A good source 
for finding out if a particular program runs with Wine and if it needs special 
configurations to work is http://www.winehq.org

If you're talking about files other than applications, whatever the file is, 
there is most likely a Linux application that will open it - you just have to 
find the equivalent program.
