Intrepid KDE 4.2 I am locked out of konsole and Adept. both say something is running, but isn't

> /var/lib/dpkg/lock
> /var/cache/apt/archives/lock

I am terminal limited.  I don't know how to remove them.  I cd'd  to /lists 
then typed in:   remove /lock

I located the file in Dolphin> /root/var/lib/apt/lists/ and tried to delete 
lock.

I tried the word delete instead of remove in the terminal.

I tried ls in the /lists directory and got a bunch of stuff, but did not know 
what to do.  I was trying to list the contents of /lock.

This is unfamiliar territory for me.
