Yes, obviously.  I never said AltGr didn't work.  But the standard
compose shortcut is Compose-=-e
(https://help.ubuntu.com/community/GtkComposeTable), and this works in
practice.  That leads me to believe the OP is not correctly using it.

P.S. If it's a French keyboard, why doesn't it have a key for the euro?
