Just to clarify, he's right that dpkg -l does not know about any
packages which are not installed. The man page (for dpkg-query) is a
bit misleading, though:
-l, --list package-name-pattern...
List packages matching given pattern. If no
package-name-pattern is given, list all packages in
/var/lib/dpkg/status, excluding the ones marked with state purge. For
example this will list all package names starting with "libc6":
dpkg-query -l 'libc6*'
It seems like that should say "this will list all installed package
names starting with libc6".
