May be completely unrelated but....

I don't use chrome(ium) but I have had similar problems with other apps 
like wget. I solved it by adding:

GRUB_CMDLINE_LINUX="ipv6.disable=1"

to my /etc/defaults/grub file. Sped lost of things up.
