Haha, even in French I found it.
In my "Modèles" tab I first saw only the New Message part and I had failed to
notice there were in fact 4 *horizontal* tabs.
The one pertaining to "reply to sender" has:
%REM="Modèle de réponse à tous par défaut"%-
Le %ODATEEN %OTIMELONGEN %OFROMNAME, vous avez écrit :
%QUOTE
%CURSOR
But the one that was used was for "Relpy to all/ to the list", although I used
the plain "reply" or "R".
I can tell because there I added next to "vous avez écrit" the English
equivalent (you wrote).
Somehow Kmail seems to know <kubuntu-users at lists.ubuntu.com> is a list, I
still didn't figure how.
Probably the "%QUOTE" was what was missing for you, and the "%CURSOR" puts it
at the end.

If you post inline instead of top or bottom posting you may have no use for
the "%CURSOR"
