The setup in KDE 4.3 is located in: System Settings -> Desktop -> Screen  
Edges.

I'm not aware how moving windows between desktops works in KDE 3.5.x, but  
this let's you move them by dragging them to the selected corner of the  
screen. You can select option 'only when moving windows'. Works for me.

Also, the documentation in Help Center seems to be out of date.
