/dev/pts

Where does /dev/pts get mounted from and what process does the mounting?

I just upgraded from 8.04 to 9.04 and when the system reboots there is
no /dev/pts mounted.

Because of this the konsole and kpackagekit do not function,
I imagine that there are other things that will not work either.
I just have not found them yet.
