Here, the issue is developing. Please see the upstream bug:

Here, I ask that even if the panels are locked, that the user could
drag the notifications of transfers and such away from the system
tray. The bug was marked as WONTFIX but I reopened it just now. Please
leave comments on that bug if you want to be able to drag
notifications (file move dialogues for instance) away from the system
tray.
