'open window widget' on the Panel

I suppose you mean the "show widget-dashboard" applet. Right click on 
the panel and select "add applet". Then select the "show 
widget-dashboard" applet and click the "add applet" button. And all the 
names above may be a bit different because my KDE is talking in German 
to me and I had to translate the names.
