kcron missing?

You forgot to say what version you have. In Hardy:
apt-file list kcron
...
kcron: /usr/bin/kcron
...
After that (Intrepid.., etc), you're right there's no bin. I have no
idea where they moved the GUI to. It's part of the KDE 4 adventure!
Seriously, you should consider learning cron. That's part of POSIX
(http://www.opengroup.org/onlinepubs/000095399/utilities/crontab.html)
so they can't rearrange things on a whim.
