It seems a little unlikely that a bug in tor would cause an error
rotating /var/log/acpid (though actually the principle's the same).

Generally, logrotate errors come from removing packages that create logfiles 
without removing the appropriate configs in /etc/logrotate.d/ (not your
fault - bad packaging)
