Thunderbird default email reply. Kubuntu 8.04 KDE 3.5.9

Art and all:
In the latest versions of T-bird, you can select which you want to send, 
either plain text, HTML, or both.
This depends on which version you "elect" to send to specific recipients.
I never selected either for most of the people in my address book.  As a 
result, T-bird gives me a popup window
when I hit "send" that asks which I would prefer...plain text, plain 
text _and_ HTML, or HTML only.

Also, you are correct.  When one hits "reply" all quoted text appears 
with a ">" in front of each line.  Tools and options
(I don't remember which) allow you to select replying above or below 
quoted text.
