He is talking about KDE 4.1.* which if evidently you are not running.  
Actually since they are a new addition to KDE, quite a few of us don't yet 
know how to use them!  However, because 8.10 is moving to KDE 4.1.* , we'd 
best figure out how to use it or revert to Gnome!!
