libc6 broken - Can't install any apps - Hardy 8.04

I removed hardy-proposed and ran apt-get update and then dpkg 
--configure -a. That removed libc6-dev. Tonight I'll try what you 
suggest above. I was able to install encfs, but I have another app that 
won't install, gramofile. Maybe that will solve that problem.
