My ntpdate file:

.....I checked and discovered that there is no /etc/ntp.conf file on my 
system.  This tells me that ntpdate was not reaching out to any servers.  I 
have since switched the "yes" to "no" and am watching to see if this is now 
resolved.  I also added your options that you posted previously.
