That's possible. When I first upgraded to kubuntu 4.0, the default window
manager was set to compiz, not kwin for some reason.
The strange thing is that most people do not seem to be having the problem. I
get is 100% of the time, and have tried removing files, etc. I aset up a
separate login with no local files, and still I get the problem, so it must be
a system config somewhere (or conflicting software).
If you would like to reinforce the bug report, I filed one with kde:

You could add your info on Intrepid...
