did you check the file /etc/login.defs

other useful parameters can be ajusted there.

after setting the default to english, C,
then you are free to setup the language of your user
in user mode, to wathever you want.

my case:   LC_ALL=C , my user preferred language = french

when french not translated, then english always take place.
