They really don't have a choice. No IT departments that I am personally
familiar with install Vista, but we are currently forced to buy
top-of-the-line Vista licenses to get a free "downgrade" to XP. The machines
actually come with XP, but with a Vista license.
And when ME came out, there was no Ubuntu, and Red Hat (my distro at the time)
was at version 5.2 or 6.2.
