Right click on the K button, and select Switch to Classic Menu Style
(works for me on 4.1.2 KDE on Hardy.)

Click on the little orange squiggle to the far right of the panel -
that will bring up a bar above the panel - drag that bar to the
top/left/right of the screen to dock the panel there. Dragging it
up/down will also stretch the panel vertically. While that bar is
showing you can also move stuff around on the panel as needed/desired.
I don't know how to hide the panel, though.

If by "quick start panel" you mean icons on the panel that you can
click to bring up a program, just go to the program desired in the K
menu, right click and select "add to panel."
