New multiple desktop settings won't take effect.

I have tried to apply additional Desktops in Hardy KDE3.5.10. 

Currently on my desktop it shows 2 desktops.  In System Settings, while 
2 desktops show on my desktop, it says only one is present.  
Additionally, I have attempted to have 4 desktops.  I click on apply to 
make the change, but when I try to use them, only 2 show on the desktop 
and only 1 shows in system settings.  They never apply even though I 
have tried to reboot to set them.  Any suggestions?  TIA
