Kde 4.1.3 beside kde 3 on 8.04

As noted from http://www.kubuntu.org/news/kde-4.1.3:
"The latest KDE 4 update 4.1.3 has moved to the backports section of
Kubuntu 8.10"

4.1.3 as far as I can tell, only available for 8.10. At this point I am
unaware if there are any plans for packages for Hardy, but I will ask.
