Isn't port 995 for use with POP over SSL? When having problems with sending
email, I've found that using the alternate port 587 normally does the trick.
For instance, trying to use 1&1's authenticated SMTP service out of an Orange
broadband connection does not work on port 25 because they block it, but it's
fine if you tell kmail to use port 587 instead.
