I cannot speak for Canonical, I can only suppose that at the time that
decision was made (February or March if I remember correctly) the
future of KDE 3 was not as clear. Opensuse immediately ran with KDE 4
and a lot of the Suse devs are KDE devs as well. So at that time the
future of KDE 3 may have looked bleak. This is my speculation, mind
you, I do not represent Canonical.
